Prior to sentencing, Dowd agreed to testify before the commission.  He refused to implicate any NYPD officers other than himself.  ibid. 

 

Michael Dowd was convicted of racketeering and conspiracy to distribute narcotics.  He served 12 years in prison.  ibid.
